ALANIS BILL STRENGTHENING SEX OFFENDER REGISTRY REVIEW CLEARS KEY VOTE

SACRAMENTO—Assemblymember Juan Alanis (R-Modesto) announced today that Assembly Bill 1568 (AB 1568) passed the Assembly Appropriations Committee with unanimous support and now advances to the Assembly Floor for consideration by the full Assembly.

AB 1568 strengthens judicial review of petitions requesting removal from the sex offender registry. Under the bill, courts would be required to consider and verify participation in, or successful completion of, a California Sex Offender Management Board-certified treatment program when reviewing petitions from Tier 1 and Tier 2 registrants.

“It is our responsibility as state representatives to ensure the safety of our constituents. Courts need to have the full picture when reviewing requests to remove someone from the sex offender registry,” said Assemblymember Alanis. “If treatment is considered an important part of rehabilitation, then verifying whether that treatment actually occurred should be part of the review process.”

California’s tiered sex offender registry system was established under Senate Bill 384 in 2017. Since implementation, courts and prosecutors have faced ongoing challenges verifying treatment participation, particularly in older cases with unavailable records or reduced charges. AB 1568 addresses those gaps by establishing clearer procedures and stronger verification standards during registry removal proceedings.

“As someone who spent nearly three decades in law enforcement, including investigating crimes against children, I believe accountability and transparency in this process matter,” Alanis continued. “This bill gives courts additional tools to make informed decisions while supporting evidence-based rehabilitation and public safety.”

AB 1568 now heads to the Assembly Floor for consideration by the full State Assembly.
